Возмущают

8 Лю́ди развратные возмущают го́род,

8 People развратные возмущают [city, town],

а му́дрые утишают мяте́ж.

[while, and, but] wise утишают [insurgency, mutiny, rebellion, revolt, uprising].

Scornful men bring a city into a snare:
